[A] Budget: Looking for proposal
[B] Scope of Service:
(1) Vendor needs to provide market review services in accordance with all requirements to the government authority located in Charleston, SC.
• The county has roughly 680 full-time, benefits eligible employees and approximately 400 temporary employees. At a minimum, the awarded consultant is expected to provide the following services for the plan’s success:
- Must understand and have experience with working with higher education institutions and CUPA-HR market data.
- Must have the ability to understand and review our current compensation philosophy.
- Must be able to present on best practices in the higher education market and advise constituents on effective compensation philosophies.
- Must be able to provide solutions to linking unique positions and disciplines where data is not available to the market.
- Must be able to ensure compensation strategy is internally equitable and externally competitive and connect overall goals to The Citadel’s strategic plan.
- Must be able to travel and meet with various constituencies and stakeholders to discuss needs, comparator markets, and consider different cohorts for market-driven decisions at the unit level.
- Must be able to measure and explain the cost of living versus cost of labour.
- Must provide tools to HR staff to reinforce the compensation philosophy and create dynamic models to measure market medians, internal salary compression, and provide data-driven feedback to senior administration.
(2) All the questions must be submitted no later than January 10, 2020
(3) The contract period will be for one year.

Onshore (USA Only)
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office premises.
