[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide marketing and branding consulting services to invest significantly in a multi-year statewide awareness and education campaign.
- System seeks to establish an ongoing relationship with a reputable and qualified marketing agency partner to develop and execute an innovative and dynamic marketing strategy, strategy should be research-based and designed to aid in raising the visibility of state technical colleges, changing current perceptions and common misconceptions related to a technical college education and, ultimately, growing enrollment in two distinct areas: traditional first-year college students and adult/non-traditional undergraduates who have graduated high school within the past 10 years.
- Marketing services including research and strategic planning, account services, media planning, evaluation, negotiation and purchasing, ad trafficking across all types of media, creative and production services for traditional and digital mediums and emerging mediums, interactive media, digital marketing, search engine optimization, search engine marketing, collateral (brochures, flyers, postcards, posters, magnets, banners, etc.), web development and maintenance, web tracking/reporting, mobile and mobile application development and maintenance, mobile tracking and reporting, public relations services, social media, analytics tracking and reporting, social media advertising, photography services and video production, measurement/tracking and reporting, subcontracting for goods and services as necessary to execute system’s marketing programs, accounting, billing, invoice reconciliation, other marketing services as identified.
- Conduct marketing research to gauge changes in market conditions as well as current perceptions of a technical education among key stakeholders including prospective students, parents, caregivers, guidance counselors, career specialists, teachers and school administrators to inform marketing strategy, develop a communications concept, plan and budget for a comprehensive marketing, awareness/education strategy based on research and goals for the system in consultation with the system’s communications division, ensure the marketing strategy uses the most effective type of communication for desired message including but not limited to traditional, non-traditional and digital advertising, digital media (such as websites, mobile sites, mobile applications and other emerging digitally-based strategies), public relations, social media, special events and other to-be-identified proven and/or emerging marketing strategies.
(2) A non-mandatory pre-proposal will be held on July 29, 2019.
(3) All question must be submitted no later than July 30, 2019.

Performance of the work will be Offsite. Vendor needs to carry work in their office location
