Government Authority located in South Carolina; USA based organization looking for expert vendor for revenue collections software.
[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide revenue collections software seeking to replace the existing business license product and other in-house systems with a single integrated fully functional and a robust solution,
- The new system will not only retain most of the current business functions but will also enhance the existing capabilities by providing features like automation, document management, robust accounting, mobile platform to name a few,
- Provide a highly intuitive solution,
- Provide a robust Accounting functions for all modules,
- Support a robust configurable rule engine that can be configured easily to match as much business process as possible,
- Provide a mechanism for accessing information during field inspection and audits,
- Web based self-service functionality for updating account details, submitting documents and payment of invoices,
- Support a robust automated and customizable workflow,
- Support integration to the other county application,
- The proposed system will have the ability to create and manage a variety of business licenses, identifying the renewals including the first-time renewals, process delinquent accounts, administer various fees, cashiering and account receivable capabilities,
- The new integrated system will also be able to create accounts for Accommodation and Hospitality taxes, generate invoices and process payments,
- The system will be capable of identifying the business to be audited based on the set business rules. The new system will be able to assess and collect the Radio and Hazmat fees. One of the business functions will allow the filing of a legal case on delinquent storm water and solid waste and disposal fee,
- The system will interface with a public-facing website so that citizens can maintain their account in a secure manner and make payments,
- This system should be designed to process business licenses, taxes, and various fees from start to finish handling all exceptions and maintaining an audit trail of all changes,
- The county and municipal government users, based on designated roles, will be able to access the system. However, the municipal government users can have read-only access for Accommodation and Hospitality tax account,
- The entire application will have a streamlined workflow process, the workflow process will include the reviewing of new applications, account status update, controlling web payments based on account status, license approvals, generating alerts for notices, generate invoice, calculate fees, automatically create batch letters and receipts and emailing based on preference and assign task to other users as set up in the business rules, there are other desired functions that would require interface with some of the existing county applications
(2) All the questions must be submitted no later than July 17, 2019.

- Onshore (USA Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
