[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide financial advisory services on an as needed or as assigned basis in connection with various debt financing, financial studies, and other related contractual matters to
government authority located in Moncks Corner, SC.
- Also provide independent financial advice and serve solely the interests of the town in evaluation of possible financing options, refunding options, potential underwriters in a negotiated sale,
evaluating and assisting in securing credit enhancements and evaluating trustee proposals, advice in evaluating the town’s credit quality, financial strength, and continuing disclosure practices using typical industry standards, review and evaluate the adequacy of financial forecast studies, and assist staff by evaluating program proposals or changes in policy, assistance and advice with respect to timing and sizing of debt financings, assistance and advice regarding negotiated vs. competitive sales of debt securities, assistance with the preparation of an RFP for managing underwriters, coordinate pricing meeting, recommend bond pricing timing and review, monitor, and advice regarding negotiated interest rates and spreads, evaluate, advise, and consult with the town and bond counsel regarding financial and nonfinancial bond covenants of each bond issue, schedule all required tasks to be accomplished so that financing is completed in a timely manner, provide recommendation on key components such as feasibility studies, insurance, and debt service reserve fund, provide assistance with rating agency presentations and coordination, including determining the feasibility of seeking a bond rating, provide independent review of pricing proposals presented by the underwriter to ensure the town is receiving its financing at the lowest possible cost based upon current market conditions, solicit and analyse bids with respect to the competitive investment of debt proceeds to ensure the maximum interest earning on borrowed funds consistent with arbitrage regulation and attend meetings with the town, staff, bond counsel, bond insurers, rating agencies, and others as necessary and advise in the development of debt limits, debt service coverage ratios, reserve funds or other debt policies as needed.
(2) All question must be submitted no later than June 05, 2019.
