[A] Budget: Looking for proposal
[B] Scope of Service:
(1) Vendor needs to provide coordinated comprehensive plan services consultant team to work with the staff of the multiple jurisdictions to develop detailed Comprehensive Plans to guide both the pattern of future settlement and character of development. The Comprehensive Plans shall comply with the South Carolina Planning Act and provide a common ground between the multiple jurisdictions. The jurisdictions decided to join together in an effort to meet the following during the comprehensive plan process: The consultant will work with each of the three jurisdictions professional planning staff. Each staff will play an active role in the development of the plan but at differing levels of involvement, The consultant will work with the planning staffs to obtain all of the information necessary to complete the Background Report (see below) with the exception of demographic analysis, population projections, and an analysis of existing and projected transportation conditions, The consultant will work with the planning staffs to obtain the GIS shape files necessary to complete any analysis deemed necessary for the plan, The consultant will utilize the shared Travel Demand Model with a four county region that can be utilized to analyse existing and projected transportation conditions, The consultant will utilize the existing cooperative planning efforts that the County and the municipalities have engaged in during the last decade. This includes the two multi-jurisdictional committees, The Northern Beaufort County Regional Implementation Committee, and the Southern Lowcountry Regional Board, Complete the state mandated plans for each community sharing the common elements required by the state and identifying goals that permeate the region and cross jurisdictional boundaries, Establish a common “future land use/future land character” map and chapter to guide development policy, Capitalize on the economy of scale by having one consultant agency complete the elements that each entity shares.
Avoid creating planning fatigue in our community by utilizing a coordinated effort for public input into the process, Create clear paths for the transparent sharing of information between the citizens and the various jurisdictions (For example: shared website information, consistent terminology and the same formatting), Four easy to access, easy to use plans that incorporate a similar format and vocabulary while emphasizing the use of images, illustrations and tables to the government authority located in Beaufort, SC.
(2) A mandatory pre-qualification meeting will be held on May 31, 2019.
(3) All question must be submitted no later than June 7, 2019.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
